The LaGuardia Foundation supported an independent evaluation of the carbon credits that would be generated by capturing the methane emitted from a landfill in Curitiba, Brazil. This value proved to be more than twenty times higher than the price that would-be developers offered the city.
LaGuardia subsequently wrote to mayors of all Brazilian cities with a population of 150,000 or more, the estimated minimum size to produce a viable landfill methane project. The letter explained the history of the Curitiba project and offered the mayors a guide to the process of evaluating their potential carbon credits.
